The partner governments and devolved assemblies have a long tradition in collaborating on areas of mutual interest including energy. For example, the Single Electricity Market (SEM) on the island of Ireland has been in operation since November 2007. However, the inclusion of the West of Scotland as part of the eligible area for the INTERREG IVA cross border programme in 2008 widened the scope for trilateral cooperation. The project partners secured over £1m INTERREG IVA funding in January 2010 for the initial ISLES study with a second award approved in July 2013.
The Irish Department of Communications, Climate Action and Environment (DCCAE) is lead administrative partner for ISLES in collaboration with the in Scottish Government and the Department of the Economy in Northern Ireland.
